This Staff / Crossbow build attempts to fully exploit the spell interactions between Burning and Lightning, both elements that these weapons can reliably and consistently dish out.

For the Stat Points, prioritize attaining 70 Dexterity since the high of Critical Hit Rate is justified due to the absurd amount damage procs you deal out with this build. The Staff skills that are included will both be your main primers and source of damage. First off, prioritize leveling the trifecta of Serial Fire Bombs, Inferno Wave and Chain Lightning as they set up your skill rotations since they are quick to cast, deal significant damage, and stack up all of the necessary DoT.
The remaining Staff skills serve different purposes, both being important to level up after your Crossbow skills. High Focus allows you to quickly reset your CDs, while Judgment Lightning adds that extra layer of quick damage when paired with Burning DoTs. Infernal Meteor is a flex skill that can be swapped between Judgment Lightning if you would prefer more DPS than casting speed.
The Crossbow skills included will serve as the skills you utilize when you want to burst down single targets. It is imperative to level up Quick Fire, Mortal Mark, and Merciless Barrage will be next in the level priority, especially when paired with Mother Nature's Protest's fire specialization contributing more Burning stacks.
The remaining Crossbow Skills are necessary utility tools that set up your rotations. Selfless Diffusion is the key skill that allows a consistent flow of skills since you apply alot of Weaken effects, while Mother Nature's Protest will be a massive boost to your DPS and quickly stack Burning stacks as well.
Mana Exchange should be last in priority even though it is handy as it does not contribute to the main rotation but is useful when you are in dire need of mana.
This build utilizes a 5/3 split between Wand and Crossbow passives, all of which try to enhance this build's ability to damage consistently and self-sustain.
The two best passives that you should prioritize leveling are Mana Amp and Flame Condensation . Mana Amp addresses the mana hungry nature of this build, while Flame Condensation is necessary if you want to maximize your Burning DoTs as much as possible.
The two Staff passives are the next priority since they increase your damage by a significant amount. Forbidden Sanctuary, at the cost of some Mana Efficiency, gives you extra Skill Boost Damage which is worth the exchange. Manaball Eruption then enhances your single-target damage as you repeatedly cast your Staff spells.
The best Crossbow passives to level up first would be Eagle Vision and Ambidexterity since they fully compliment this build's playstyle. Eagle Vision simply adds more consistency to your hit rate and weaken chance with ranged and magic attacks, while Ambidexterity provides you with flat out Off-Hand Attack chance and Critical Hit rate without a negative side effect.
As for the remaining two Crossbow passives attempt to hammer out some kinks. Piercing Strike adds a respectable amount of Bonus Damage and a small increase to Stamina Regen. Detection, which provides you a 20% chance to fully escape damage, is your flex passive since the effect is not guaranteed and can be interchanged with different passives that may help you in certain situations.

The primary weapon for this build will be Toublek's Thunderous Soul since that +10 to Dexterity is too good to pass up for this build, allowing the build to easily access the cap for ludicrous amounts of Critical Hit and Evasion.
Furthermore, Toublek's Boost is perfect for this build's playstyle since it rewards us for playing to the preferred ranged by providing additional Critical Rate based on how distant you are to the enemy.
The best traits to give Toublek's Thunderous Soul would be Heavy Attack, Critical Hit, and Hit to further synergize with our Staff Skills.

The secondary weapon for this build will be the Rex Chimaerus's Crossbows to further boost Dexterity along with an icing of Bonus Damage. Furthermore, Rex Chimaerus's Hunger is our only means of self-sustain, which this build can fully exploit as the build itself is capable of consistently triggering Off-Hand Weapon.
The best traits to give Lequirus's Grip would be Hit, Critical Hit, and Heavy Attack to further boost the build's DPS and add more consistency to Judgement Lightning. Prioritize farming for Critical Hit since Crossbows benefit more since it can hit multiple times.

To make full use of the weapon synergies between Staff and Crossbow, the build focuses on obtaining as much Dexterity as possible while looking to slot in some Perception and Dexterity for the Critical Hit Chance, Evasion, and Mana/Accuracy consistency. The sub-stats with the armor would be Mana Regen, Attack Speed, and some evasion.
The build also utilizes some 2-part bonuses to capitalize on Critical Hits. The Death set provides an additional 21% to Critical Damage, which is crucial since the build is designed around that mechanic. The Ghost Wolf set then slots the build with more Bonus Damage to boost up the Offhand attack damage.
The defensive traits focus more on Evasion rather than Endurance as you have enough Dexterity to actively dodge most attacks coming your way.

For the Weapon Masteries, allocate your points to mastery trees that boost the Staff's Burning applications and Crossbow's Offhand Attack chances.
The Staff's Attribute tree provides a massive boost to Burning DoTs! After that, spend 6 points in the Destroy tree to provide additional Cooldown Speed, Skill Damage, and consistency with Critical Hits, and spend the remaining 5 points in Destroy for a boost to damage.
The Crossbow's Chain Fire tree grants the build added buff durations, more consistency around Off-Hand activations, and increases Ranged Damage dealt! After that, spend 9 points in the Regen tree to cover up the build's squishy nature, and an extra point in Move for a boost to Ranged Hit Chance.

The Cooldown Reduction effect can only be applied up to 10 times per sec, but not applied to Selfless Diffusion. On every hit, remaining duration 0.05s ▲ for all Weaken effects on the target.

Quick Fire Attacks 3 times consecutively. Each hit deals damage equal to 110% of Base Damage + 4. Against Weakened targets, deals damage equal to 20% of Base Damage + 7.

Inferno Wave A Fire skill that deals damage equal to 260% of Base Damage + 62 to all enemies within 3m of the target. Attacking a target that you applied Burning to will boost the damage by 3.1% per stack, with a 70% chance to apply Weaken: Burning. If you land a heavy attack on a target that applied Burning to, 2 stacks of Weaken: Burning are applied.

Damage decreases by 20% every time it transfers, and it will not transfer to a target already affected. Cooldown decreases by 20% if you’re Wet.

Judgement Lightning A lightning skill that deals 630% of Base Damage + 166. When the target is Wet, or Frosted by you, deals 420% + 110 damage up to 5 enemies within 5m. The damage is amplified by 40% against bosses. When used on an enemy Burned by you, the skill can be used again with a 2.5% chance for every 1 stack. When you land a Heavy Attack with this skill, it can be immediately used again, and when the second Judgement Lightning strikes the target as a Heavy Attack, reduces the cooldown by 30%.

When facing off a single opponent, it would be better to make full use of your Crossbow skills. After activating Mother Nature's Protest and Selfless Diffusion, quickly stack up burn with Serial Fire Bombs so that your initial use of Quick Fire gets buffed.
After that, max out your burning stacks with two casts of Inferno Wave before inflicting a Mortal Mark on the enemy. Your Quick Fire should be refreshed now, so use that then capitalize on Mortal Mark using the usual Lightningskill enders.

Merciless Barrage Shoot at the target location with both hands 15 times each. Arrows deal 19% of Base Damage + 3 to the first enemy hit. On each consecutive hit to the same target, Damage 8% ▲ (stacks up to 10 times). The number of attacks can be increased up to 24 times each, based on the Attack Chance of the equipped Off-Hand Weapon.

This mobbing combo, after gathering mobs with basic attacks, attempts to completely stack up Burning with Serial Fire Bombs and Inferno Wave, then cashing in on the additional damage bonuses of Chain Lightning and Judgement Lightning. Finish the combo with a Flame Mother Nature's Protest-enhanced Merciless Barrage to melt the remaining mobs completely.
Make sure to activate Selfless Diffusion to help with Cooldowns since you can maximize its reducing effects with the number of Burning statuses you inflict.
