At the time of writing, there is no definite way to get Rubrix in Throne and Liberty. This gem cannot currently be obtained since its tooltip provides no info on official acquisition sources.

Cannot Be Obtained by Dissolving Higher Rarity Materials

Similar to Rare Enchanted Ink, Rubrix cannot be obtained by dissolving higher tier materials. Unfortunately, its uncommon counterpart, Quality Rubrix, cannot be dissolved to get this gem type.

Do You Need Rubrix?

No, Since Quality Rubrix is Easy to Obtain

Despite missing a definite acquisition method, you don't really need Rubrix since it's only used to craft Quality Rubrix. Even then, Quality Rubrix is very easy to get since it has a lot of farming methods in-game.
