How to Get Band of Universal Power
Dropped by Queen Bellandir
Band of Universal Power will have a chance to drop from Queen Bellandir, an Archboss that only spawns once per week. Depending on the weekly rotation, Queen Bellandir will either spawn in Peace (cooperative PvE) or Conflict (competitive PvP) modes.
Archbosses are the most powerful bosses in Throne and Liberty, requiring a large amount of players to beat. Check out the Event Schedule tab in the Map menu to view when Queen Bellandir spawns in your server.

Band of Universal Power can be obtained by completing weekly missions.

The Band of Universal Power can be crafted by the Accessories Crafter NPC at any of Solisium's major cities. However, do note that Epic rarity items can only be crafted by Senior Accessory Crafter NPCs.
Note: Most Rare and Epic accessories are difficult to craft due to how the Lithograph requirement works in TL. Unless you're looking to craft a Great Success version of the accessory to sell at the Auction House, you're better off farming for the accessory instead of crafting it.
