Banded Butterflyfish is obtained by Fishing in Saltwater areas during daytime. Go to the areas listed above and head toward the ocean to start fishing for Banded Butterflyfish.
Once you get your first Bamboo Fishing Rod during the Chapter 3 Appendix quest, Adventures of the Expedition, you'll be able to start Fishing provided you have enough Bait to do so.
