To see what the beggar has going on, you must wait for him to leave the plaza in the afternoon. Follow him towards Walter's Tavern, where he will stay until the evening. He will then move once more to a house in the Common Quarters.
Note that watching the beggar will take some time. We recommend skipping this part entirely by simply proceeding to his house and grabbing the Beggar's Garb at night.
Grab the Beggar's Garb inside Albert's house which is located just a few steps southeast of your home if you've purchased it during the quest A Place to Call Home.
Albert will leave his house during night time, and take this opportunity to slip inside and grab the Beggar's Garb.
A Place to Call Home Walkthrough
With the Beggar's Garb in hand, you'll now have evidence that Albert has been living a double life—that of a beggar who goes home with his wife Celina and that of a noble who enjoys the luxuries of life in the Noble Quarter.
Completing the mission requires you to deliver the garb to one who may be interested in it. You'll have to choose to either bring it to Celina at Walter's Tavern or to Hilda, who can be found in front of Baldwin's Estate.
If you choose to give Hilda the Beggar's Garb, she will cast doubt as she finds it unthinkable that Albert would go through such an ordeal. Hilda intends to seek the truth behind the matter and asks you to return in a few days.
After letting time pass, visit Hilda again to learn that Albert has had a change of heart. He has cast his beggar life aside and has since been putting in the effort to be an upstanding citizen who earns his keep through honest work.
If you choose to give Celina the Beggar's Garb, she will be in shock and denial that her husband would lie about his station. She will confront and investigate Albert, and she will have to catch up with her in a few days.
After letting time pass, return to their home. You'll receive the unfortunate news that Celina and Albert have been found dead. It is implied that Celina's discovery of Albert's true identity and infidelity caused her to commit homicide before taking her own life.
A third option is to return the Beggar's Garb to Albert who you'll find in his house after a few days has passed. He will give you 5000 Gold to keep it a secret so he can maintain his separate identities.
You can start the quest by heading to the central area of Vernworth's Merchant's Quarter, where the beggar is located. Speak with Benton, a Beastren who has been listening to the beggar's tales, to start the quest.
Alternatively, you can trigger the quest by obtaining the Beggar's Garb inside his house. This will automatically advance you to the part where you have to choose whether to give the garb to Celina or Hilda.

I sealed Celina in the phial after the quest was over. Then ran to the house. She popped out of the vial and the two women start slapping eachother. After about 5 minutes they stop and go their separate ways. However after that I no longer find Albert or Celina in the Vernworth. Maybe the wife kicked him out and they are off somewhere else? I’m kinda curious what happens if you seal Albert’s wife and follow him to the tavern and release her as he called Celina to be his wife.

update. Ran to the store house Albert stashed his cloths and turns out Celina killed him and her self after as if you had given her the cloths for her ending. So got the rewards for the good ending and then stirred the pot and triggered the second ending. I imagine if I had sealed Hilda first and revealed her at the tavern it would have the same effect.
