The Dragonswail Litany is the best Censer in the game as it has the highest stats. It's only available in the postgame, so you can either get the Whimsical Daydream from the Sphinx or purchase the Resonant Hymn as your endgame weapon until then.

Censers are the only available weapons for Tricksters in Dragon's Dogma 2. It means other characters with different vocations are not allowed to equip and use Censers.
How to Unlock Trickster Vocation

Censer are Exclusive to Arisen

Dragon
Censers can only be equipped to your Arisen as Trickster is one of the vocations exclusive to them. Pawns can't change their vocations to Tricksters, thus not allowing them to equip and use Censers in combat!
