How to Start Civil Unrest
Talk to Manella in Bakbattahl
Talk to Manella in Bakbattahl, and she'll tell you about the conflict happening in the city, which starts the quest.
This quest becomes available after completing Halls of the First Dawn, which is one of the two starting post game quests available after arriving at the Unmoored World.

How to Complete Civil Unrest
- Look for the Men Starting a Brawl
- Give Non-Rotten Fruit to the Child
- Go to the Vocation Guild
- Report Back to Nadinia
Look for the Men Starting a Brawl
Head to the northern part of Bakbattahl and talk to the men looking to start a fight.
You'll need to take the beating from the citizens until they eventually get tired and move on to resolve their conflict.
Give Non-Rotten Fruit to the Child
Head to the central marketplace and speak to the two men arguing.
Choose the dialogue option Neither of you are wrong to calm them down, and then give non-rotten fruit to the child. The two men will then settle their differences.
Go to the Vocation Guild
Head to the nearby Vocation Guild and agree to bear witness to the duel. A cutscene will play where the combatants will eventually cease fighting and resolve their differences.
Report Back to Nadinia
Make your way to Nadinia's chambers to report how you resolved the civil unrest, and she'll agree to evacuate the city, which also completes the quest.
Note: Nadinia only appears if you saved her during Shadowed Prayers. Otherwise, Manella will take her place.
