Lie The stranger will appreciate the gesture and thank you, but Norman still finds him anyway.
Tell the truth The stranger will dart away swiftly with Norman chasing him.

In the main quest Seat of the Sovran, you'll be asked to pick between lying and telling the truth after meeting a stranger and Norman.

Either choice will still end up in Norman spotting the stranger and chasing him, so feel free to choose either option as it won't have much bearing on the story.

Lie for Different Dialogues

Dragon

It doesn't really matter whether you lie or tell the truth to Norman. The only difference is the quick dialogue with him if you lie, and that he won't forget the favor when you cross paths with him again later on.

When you meet him further along the main story, he will introduce himself as Sven, the son of the Queen Regent Disa.
