You can start When Wills Collide by speaking to Ambrosius in the Forbidden Magick Research Lab after completing Halls of the First Dawn.

The quest won't be logged immediately and will be added to your quest list shortly as you make your way out of the research lab.

When Wills Collide can be started by speaking to Ambrosius at the Forbidden Magick Research Lab.

How to Complete When Wills Collide

Follow Phaesus to Talos' Location

Follow the quest marker where Talos is located just north of the Volcanic Island Camp.

Phaesus and Ambrosius will be at the site, and you just need to watch some cutscenes of the fight between Talos and the dragon until the quest is completed.
