Investigate the Phantom Oxcart

Dragon
To begin the quest, head to the quest area marked on the map before the sun sets in. You can pass time by dozing off certain benches or staying in an inn. Once you arrive, wait until it's nighttime and the Oxcart should appear.

Question Navil

Once Mansenn, the coachman, and Navil, the Soldier, are finished talking, confront Navil to learn about the encounter that just happened.

Navil will attempt to run away but will confess everything after you catch him and give you a Merchant's Letter. You can let him go and receive gold or escort him to Vermund.

Pursue the Oxcart

After talking to Navil, head to the Stardrop Inn at night and find Captain Brant. Present the Merchant's letter to him, and Captain Brant will propose to follow the Oxcart or disguise yourself as a Pawn to be picked up.

We recommend proceeding in this quest disguised as a Pawn, as you can unlock the Are We There Yet? Trophy. You can disguise yourself as a Pawn by unequipping your weapons and armor. Afterward, simply hail Mansenn and go inside the Oxcart when told so.

What to do When the Phantom Oxcart Disappears

There have been reports of a potential bug that makes the phantom oxcart disappear if you fail to pursue it the first time. Players pitched in that you have to wait until nighttime again, then return to the starting location for the oxcart to spawn once more.

If you've encountered this bug and been able to solve it, let us know in the comments!

Gather Evidence by Pretending to be a Pawn

While traveling, enemies will ambush the Oxcart. RSince you're pretending to be a pawn, you'll have to defeat the enemies by only punching them. Do not equip weapons and armor or command your Pawns to avoid suspicion from Mansenn.

Eventually, the Oxcart will reach Checkpoint Rest Town, and guards will halt the cart to inspect its cargo. The guards will also try to abuse and punch you, but you have to keep your cool and stand still to keep your disguise.

Submit the Evidence to Captain Brant

Later, you'll arrive at the destination where you can obtain evidence. This is the proper time to exact revenge on the abusive guards from earlier. Do not forget to re-equip your weapons and armor before fighting!

After the fight, you will receive Labor Requisition Orders. Deliver it to The Stardrop Inn to Captain Brant to finish the quest.

I went up to the driver next time and spoke. He said what is this fool oh well cargo is cargo or something to that affect. Then was able to enter the cart.

I had the issue where the driver would see me and drive off. I tried standing on the cart twice but it will just disappear after a short time riding it. I successfully followed the cart by staying out of sight of the driving and just walking behind it as it travels. After a short run it skips you to the rest stop town. Pawns will get beat up at this point and you just need to stand there and don’t move. Eventually the guard will say something and then it will skip you to the final destination
