The Howling Blizzard grimoire is obtained from a chest on the second floor of the Waterfall Cave. It is easily distinguishable as there will be a blue light illuminating it.
Opening this chest, however, will trigger a fight with a Wight so it is best to be prepared before looting the grimoire here.
You can get the Howling Blizzard grimoire by exchanging a Fulminous Shield grimoire, or its forgery, the Fruminous Shield grimoire to Wendy in Nameless Village.
The Howling Blizzard grimoire, along with four other grimoires, are needed to complete The Sorcerer's Appraisal side quest.
You can submit forgeries of each grimoire for this quest and you will still receive the same rewards.

Do remember that submitting forgeries of each grimoire in this quest will lock you out of receiving the Meteoron Maister's Teaching.
