You can romance Wilhelmina by helping her exact revenge on Allard in the quest Every Rose Has Its Thorns. Before you can do so, you'll need to complete the quests The Stolen Throne and An Unsettling Encounter first.
Here are the steps on how you can romance Whilhelmina in Dragon's Dogma 2.
The first thing you need to do before you can romance Wilhelmina is to complete the quest The Stolen Throne. To do so, you need to attend a masquerade ball at Vernworth Castle wearing a Courtly Attire and the Eventide Mask.
Note that the masquerade ball only happens every 2 nights. If you missed a masquerade ball, you need to retry again after 2 days.
Follow through with the quest until you reach a cutscene where Whilhelmina helps you hide from the guards. Return to Captain Brant afterwards and ask him about the masquerade to complete the quest.
The next quest you need to complete before you romance Wilhelmina is An Unsettling Encounter. Start the quest by visiting Captain Brant at Stardrop Inn. He only visits the inn at night, so pass the time if necessary.
This quest will take you to Allard's Chambers in Vernworth Castle, where you'll obtain a Battahli-Crested letter.
Once you have the letter, make sure to jump out the window to trigger a scene with Wilhelmina at the Courtyard. Otherwise, you won't be able to trigger the romance scene with her. From there, you can return to Captain Brant at the Stardrop Inn.
An Unsettling Encounter Walkthrough
After completing Stolen Throne and An Unsettling Encounter, go can to Rose Chateau Borderlie to start the Every Rose Has Its Thorns quest. Here, you'll need to gather evidence of Allard's misdeeds to help Wilhelmina exact revenge on him. After killing Allard, visit Wilhelmina the next day to trigger the romance scene with her.
Note: Our walkthrough team experienced different conditions in unlocking this quest. We had one playthrough that, after completing An Unsettling Encounter, unlocked the quest after 8 in-game days. On the other hand, we had a playthrough that triggered the quest after completing one unrelated quest and then resting in an inn.
Every Rose Has Its Thorns Walkthrough and Location
It's possible that Wilhelmina's romance scene is missable. Based on our gameplay, Wilhelmina's romance scene won't trigger if you don't jump out the window and get a cutscene with her at the courtyard during An Unsettling Encounter.
To ensure you can romance Wilhelmina, make sure to jump through the window during An Unsettling Encounter.
