Steeled Resolve Blazing Forge is triggered by talking to Brokkr right after completing the Dulled Steel Cold Forge quest.

Steeled Resolve Blazing Forge is started in Brokkr's Smithy in Bakbattahl.
After triggering the quest by finishing Dulled Steel, Cold Forge, pass the time by at least two days, and talk to Sara in Brokkr's Smithy.
Pass the time again by two more days, and then speak to Brokkr about Sara going missing.
Follow the quest marker to the southeast and head to the Mountain Base Cave. You'll find that she is unharmed, and she wants to get her new blazehammer to the forge outside of the cave.

Quickly escort Sara to the cave entrance before her hammer cools off. If you're too slow, you'll have to get another one and repeat this step!
Return to Brokkr, and you'll trigger a cutscene with Sara getting an earful from Brokkr. You'll then receive the Restored Regalia Sword.
Head to Vernworth Castle and speak to Roman in the courtyard to give him the Restored Regalia Sword to complete the side quest.
Once you have completed the quest, you can now purchase equipment from Sara and enhance equipment from her. She will apply Dwarven-style enhancements to your gear, which increases Knockdown strength and resistance.
