This house can be purchased as part of the side quest: A Place to Call Home. You can start this quest by talking to Mildred, whom you can find east of The Stardrop Inn. Pass the time on a bench if she does not appear in the alley.
Mildred, the lady who owns the house, will ask you to take care of the house for a week as she will have to leave momentarily. You'd gain access to the house for a whole week of in-game time.
Once she returns, she'll offer to sell the house for 20,000 G. If you decline the purchase, the house will be inaccessible until you do so.
A Place to Call Home Walkthrough and Location
As of Update Ver. 1.05, according to the patch notes, “the quest that allows players to acquire their own dwelling, where they can save and rest,” will be “available earlier in the game.”

Once you reach Vernworth, proceed south of the city to the Noble Quarters. There, you'll meet Salvatore, who will offer to sell the house for 200,000 G.

In the city of Bakbattahl, a beastren named Adrea will sell you a house located in the city for 30,000 G.
It is recommended to purchase a house in your playthrough primarily to prevent paying fees just to rest and for another convenient spot to access your storage.
One advantage of buying a house is having your place to sleep to avoid the fees of sleeping at inns.
The cheapest house you can purchase is 20,000 G while each rest in an inn will cost 2,000 G. This makes that first house purchase pay for itself after ten rests.
Similarly to an inn, resting in your house passes the time, recovers the whole party's health, and becomes your last safe save point to load from when your future adventures lead to a disastrous conclusion.
Storage chests are located in each house to deposit any items weighing you down.
All storage locations share your storage, so there's no need to move to a different location to access a different storage.
