In our opinion, New Year Peony is the best hero to summon for on this banner due to her status as a Flying Refresher hero with an exclusive refresher assist, Gentle Dream, and a Duo Skill that can refresh an ally's action upon activation.

As a Flying unit, she can be equipped with Guidance 4 or Soaring Guidance to provide excellent mobility for her allies, and Gentle Dream also provides extra mobility and other effects upon use

Plegian Dorothea is also a Flying Refresher unit that can refresh an ally's action externally through her Harmonized Skill. However, her Harmonized Skill can only refresh the turns of allies from similar titles (Three Houses / Genealogy of the Holy War), and she lacks an exclusive refresher assist unlike New Year Peony.

There are other 5★ Special Heroes available on this banner, but most of them are rather outdated and are not worth summoning for over these Duo or Harmonized Heroes.
