When using an Ascendant Floret, we recommend getting the next superboon if it fits the hero. If not, consider what stat your hero needs most.
The best IVs for Winter Sephiran are +Atk and -Spd. Winter Sephiran has a high Atk stat for a staff unit, so he is perfect for shaving off enemy unit's HP to make it easier for your bonus units to finish them off in the Arena. His Spd is very unreliable and he does not have much use for it so it is safe to take as a bane.
We recommend a +Def IV when merging Winter Sephiran to 10. At +10 Merges, Winter Sephiran' Atk will reach decent levels that pushing it up higher is a waste, considering he is not really the main damage dealer in your team. At this point, it would be better to opt with a +Def IV instead to help him survive and dish out more heals for your team.

Wary Fighter 3 is picked up because survivability is very important for Winter Sephiran. Distant Guard 3 is picked up to allow Sephiran to provide additional support to his allies. If you need more offense, you can replace Wary Fighter with Wrathful Staff 3. You can also go for a Wrathful Staff upgrade for Tannenbaton+ if you can afford it.

Winter Sephiran is a ranged magic attacker (range = 2). Therefore, when not accounting for the Weapon Triangle, the amount of damage he deals will be equivalent to his Atk minus the foe's Res stat. However, as he uses a staff, his damage would normally be halved without a Wrathful Staff effect.
On top of granting +2 Def/Res to allies within 2 spaces, it also inflcits Special cooldown charge-1 on foe per attack. This decreases the amount of damage the enemy team can dish out. Winter Sephiran can be a counter to units that heavily rely on specials to deal damage such as a Galeforce Ninja Lyn or a Reginn.
With Restore+, Winter Sephiran can heal and neutralize status conditions like Panic and Threaten in one turn.
Odd Recovery 3 also provides heals and neutralizes any 【Penalty】 on allies within 2 spaces of Sephiran every start of odd-numbered turns. These two ways of neutralizing penalties makes Sephiran a great unit in Aether Raids as debuffs are very common in that game mode.
His only flaw in being a staff unit in Aether Raids is his mobility. If you are able to work around that through skills or seals like Armor March or by utilizing movement-assist skills, he is a solid candidate for Aether Raid teams.
Winter Sephiran enjoys the high stats of an armored unit, but this means that he suffers from armored movement as well. Without the use of proper Sacred Seals like Armored Boots and skills like Armored March 3, he will be crippled by very limited movement. This makes it hard for him to nail timely Restore+ activations. It also makes it hard for him to utilize the AoE effects of Tannenbaton+.
Winter Sephiran takes 1.5x damage from armor-effective weapons like Armorslayer+ or Hammer+, and one blow from these types of weapons is sure to take him down. Make sure you know what weapons you are up against before hopping too far into the line of battle!

All of Winter Sephiran's skills are inheritable, but the ones with the most value are Tannenbaton+, and Odd Recovery 3 because of their rarity. If you choose to inherit other skills he possesses, it might be wise to check if there are other sources available.
Winter Sephiran is a limited time Hero who can be pulled from a Special Heroes Summoning Event. They do not appear in regular summons.
Note: Not currently a featured hero in any Summon events.
