When using an Ascendant Floret, we recommend getting the next superboon if it fits the hero. If not, consider what stat your hero needs most.
The best IVs for Hostile Springs Hinoka are +Spd and -Def. A higher Spd stat allows Hostile Springs Hinoka to get a ton of follow-up attacks on her foes. It also protects her from hostile follow-up attacks. Her Def is very low and is of less importance and thus safe to be taken as a bane.
We recommend a +Spd IV when merging Hostile Springs Hinoka to 10. This is for the same reasons as above. With this IV, she can reach 42 Spd. That is a good range and it allows her to score lots of follow-up attacks on a wide range of foes if given some support.
Since Splashy Bucket+ has a 1.5x damage multiplier against dragon units, you can take a +Atk IV and specialize on being a dragon unit counter. At +10 merges and some investment, Hinoka's Atk will be at a range where she can take lots of dragon units in one hit.

A premium build for Hinoka that upgrades her A slot to Atk/Spd Bond 4. We also recommend taking Spd/Def Rein 3 if you can afford it. If you can't, you can settle for Hone Fliers or Goad Fliers if you are running her in a flier team. If you are running her in mixed teams, then you have other option such as Joint Drive Spd.

Hostile Springs Hinoka is a ranged physical attacker (range = 2). Therefore, when not accounting for the Weapon Triangle, the amount of damage she deals will be equivalent to her Atk minus the foe's Def stat.
Splashy Bucket+ is basically an anti-dragon weapon. It provides a 1.5x damage multiplier against dragon units and it blocks skills that provide adaptive damage. The second effect is also an anti-dragon effect because it is usually dragon units that possess adaptive damage. Combine these effects with Hinoka's decent Res stat, then you have a solid option for a dragon counter.
Splashy Bucket+ also blocks Wrathful Staff effects that increase the damage dealt by staff users. Hinoka can be considered a counter to units like Veronica too as her high Res combined with this effect makes Veronica's attacks irrelevant.
Adaptive damage is when a skill calculates damage using the lower of a foe's Def or Res stat. Dragons can not exploit Hinoka's low Def to take her out.
Lastly, this skill also provides the debuffs all other dagger weapons possess.
Hostile Springs Hinoka has access to Atk/Spd Bond 3 and Atk/Spd Link 3. They are pretty easy to trigger if you ar aware of their trigger mechanics so utilizing them is not really a problem. Combined, they provide +11 Atk/Spd to Hostile Springs Hinoka. Combined with her great offensive statline and a +Spd IV, she can take out a wide range of units if she is able to land a follow-up attack!
Air Orders 3 allows flying allies adjacent to Hostile Springs Hinoka at the start of a turn the ability to move to a space adjacent to allies within 2 spaces of them. This ability greatly increases the mobility of flying allies. This also provides a lot of utility as you can use it to both fling allies into battle or position them in a safer place.
As a flying unit, Hostile Springs Hinoka takes 1.5x damage from bows and weapons effective on flying units. Be sure to keep them out of the range of archers and leave them to other units.
