You can get there by travelling to the Main Academy Gate site of grace and taking a path down towards the South Raya Lucaria Gate. You can find the Isolated Merchant on the way down and sells the ashes for 2000 runes.

Fanged Imp Ashes is best used when you want to have your enemies distracted. Their small stature and mobility make them difficult to kill in combat.
