To start the quest Mercy Among Thieves, talk to Tobias at the Vermund-Battahl Border Gate after completing Feast of Deception quest.

Mercy Among Thieves starts at the Vermund-Battahl Border Gate in Battahl.
Start the quest by talking to Tobias near the border gate. He will ask you to speak to Lyssandro just a few steps away in front of the ranch.
Accept his request, and he will ask you to gather information from raid survivors. Talk to the child named Toumi standing by a white tent and give him some food.
Oxcarts will not be available during this quest, so you'll need to follow the oxcart trail on foot.
Follow the road south until you stumble upon Seferinno, and he'll tell you that the bandits have reached Battahl.

Continue along the road until you trigger some cutscenes. Follow the quest marker and run after Hugo, who took the left path in the cave. Defeat the two bandits and head deeper into the Coral Snakes' Hideout.
Keep chasing after Hugo inside the hideout while defeating the bandits along the way. There are chests lying around, so keep an eye out for them. Once you make it out of the cave, some guards will join you as you raid the Coral Snakes' Hideout.
Press on deeper into the hideout and defeat the remaining Coral Snakes. Follow the quest marker to witness the fate of Hugo and complete the quest.
