Completing the Legacy main quest and achieving the True Ending will take you to the unmoored world, automatically starting the Halls of the First Dawn quest.

Traverse the now-drained seabed of the unmoored world to get to the Seafloor Shrine and make your way to the now-exposed castle.
The journey will have you fighting skeletons and the undead, so make sure you're well-equipped to combat these monsters. Also, remember to crush a skeleton's skull during combat; otherwise, they'll regain their skeletal body with full HP.
Talk to Rothias, dubbed as the Mad Sovran, together with Luz, tells you of your duty to save as many lives as possible from different towns and settlements and help them seek refuge in the Seafloor Shrine.

Visit the major towns and settlements, including the excavation site where you first started during the Gaoled Awakening main quest. Fulfill the related quests in these areas to evacuate the people.
Note: It's recommended to prioritize the towns and settlements close to the map's edges, as these will be the first to get swallowed by destruction. Avoid sleeping at this point, as passing the time will advance the world's destruction!
