How to Get Dragon's Gaze

Find One at the Vernworth Watchtower

Vernworth Tower Dragon's Gaze
Enter Vernworth Castle during the day (to avoid having to deal with night restrictions). Your Pawns will have to wait at the entrance.
Enter the castle's 1F Audience Chamber, then look for any spiral staircase or similar that leads you to the 2F.
On the 2F, look for the elevator room which can be found between the Guest Chambers and Magistrate's Office. This elevator will take you to the 4F of Vernworth Watchtower.
Head upstairs and find a round chest containing Dragon's Gaze.

Dragon's Gaze is found in the open world and one easy place to look for is at the top of the Vernworth Watchtower.

To get to the capital Vernworth, you can take the oxcart after completing the One Eyed-Interloper.

Wakestone Shards show up as a reddish glowing stone markers on the map.

Dragon's Gaze is a reusable implement used to reveal nearby Wakestone Shards on both your map and minimap.

To use Dragon's Gaze, go to your inventory, head over the Implements section, then select and use Dragon's Gaze.

The size of the area covered by the Dragon's Gaze is observed to be about the size of a settlement or city around the Arisen (in our case, within the city of Vernworth).

Why Look for Wakestone Shards?

Get 3 Wakestone Shards to automatically produce a Wakestone in your inventory.

Wakestones, made from three (3) Wakestone Shards, can bring you back to life at full health.

Wakestones are super valuable items in difficult boss fights that last a long while. These items can also serve as key quest items for some NPCs out in the open world.
