You can start this quest as soon as you finish the An Unsettling Encounter main quest.
Report back to Captain Brant at the Stardrop Inn at night and speak with him to start the quest.
An Unsettling Encounter Walkthrough
You'll need to acquire the Courtly Breeches and Courtly Tunic from two separate rooms on the second floor of the sleeping quarters.
These two items constitute the suitable raiment for a formal dress.
You can also receive both the Courtly Breeches and Courtly Tunic from Sven after completing The Ornate Box quest.
Sven rewards you with the attire regardless of your choice during the quest, so check your storage if you already have them stored away.
Equip the Courtly Breeches and Tunic to dress formally, then speak to Captain Brant. He will then ask you if you're ready to depart.
Make sure you've taken care of any unfinished business, as this is a point of no return, and the story will move forward through a cutscene.

Pass the time by sleeping at inns or dozing off on benches. Return to Captain Brant and speak with him to conclude this main quest.
