Wasnt there a stronger bow at the elven village weapon shop? I got the manticore tusk by completing the quest from an archer near the weapon shop at Vernworth, all of this pretty early in the game.
The bows listed after the Revenant Wail do have higher strengths, but are only available after completion of the game. After you complete the game, these will unlock at certain vendors for your next playthrough. That's why for a first playthrough the Revenant Wail is technically the best.
"the Revenant Wail has the highest strength among the bows." But according to the table below it doesn't have the highest strength... kinda calls into question the validity of the claim in the first place.
