Striped Mackerel is obtained by Fishing in Salt Water areas. Go to the areas listed above and head toward the ocean to start fishing for Striped Mackerel.
Once you get your first Bamboo Fishing Rod during the Chapter 3 Appendix quest, Adventures of the Expedition, you'll be able to start Fishing provided you have enough Bait to do so.
