Amberjack is obtained by Fishing. Once you get your first Bamboo Fishing Rod during the Chapter 3 Appendix quest, Adventures of the Expedition, you'll be able to start Fishing provided you have enough Bait to do so.

Note: The type of Fish you can catch will vary depending on your location. Explore the world of Solisium and fish at different regions to find out where Amberjack can be found.
