You can find a Somber Smithing Stone 1 on a wall in the area near the second elevator in Limgrave Tunnels.

Take the second elevator and wait for it to move down. Jump to the ledge at the left corner and jump down on the ledges at the right. Pick up the Golden Rune 1 from the dead body on the first platform and then the Somber Smithing Stone 1 on the second platform.
