In Averardo Vault
You can find the Plushie Gang within the Averardo Vault region, southwest of the actual Averardo Vault. Because the Resonance Beacon southwest of the Averardo Vault is high up, you can go there and use flight in your utility to fly west and look for the Plushie Gang out in the open.
It will always be at Level 120 no matter your SOL3 Phase Level.
