Step 1: Complete Blacksmith's Blues IV for the Gotterdammerung Design Draft

You get the Gotterdammerung by completing the Blacksmith's Blues IV side quest and acquiring the Gotterdammerung Design Draft curiosity. You can access this quest during the Across the Narrow main quest and after completing the Blacksmith's Blues III side quest.

Completing this side quest will also reward you another weapon, Ragnarok. This is also a prerequisite in crafting Gotterdammerung.
