Complete Weird Science Side Quest

The first upgrade to inventory slots is the Treated Potion Satchel, which is rewarded after finishing the Weird Science side quest. This quest is available in Cid's Hideaway after Out of the Shadow.

Weird Science Rewards and Unlock Condition

Complete Even Weirder Science Side Quest

The second and last inventory slot upgrade is the Expanded Potion Satchel, which is the reward of the Even Weirder Science side quest. This becomes available upon reaching Across the Narrow.

Increases Inventory Slots of Potions and Tonics

Stoneskin Tonic 2 3 4

Both upgrades raise the maximum number of potions and tonics you can hold. The increased capacity only applies to these consumables, so other items are unaffected.
