Speak with the Duke of Oriflamme in the garrison.
Go to the Northreach garrison and approach the Duke of Oriflamme.

Speak with the townspeople outside the wall.
Go outside the walls and talk to the Alemonger near the gate, the Inn Hand beside the obelisk, and the Chocobokeeper at the stables.

Go inside the walls and talk to the Cynical Soldier and Serious Soldier at the training grounds, and the Townsperson sweeping the street.
