You will receive Raganarok as a reward for completing the Blacksmith's Blues IV, alongside the Gotterdammerung Design Draft curiosity. This quest is available at the beginning of the Across the Narrow main quest.

Because Gotterdammerung is not a story necessary weapon for you to have. So why wouldn't it be sellable. Key items don't get sold. There ya go.
