Speak with Harpocrates.
Talk to Harpocrates at the Shelves room of the hideaway.

Make for Garnick.
Fast travel to the Vidargraes obelisk, then go southwest until you reach Garnick.

Find From a Distance.
Go to the house with bookshelves at the north of the town and inspect the bookshelves to find the From a Distance book.

Leave Garnick.
Go back towards the entrance of the town.
