Deliver the package to the tinker.
The tinker is located in front of a stall near the Northreach fast travel obelisk, to the north.

FF16 - Deliver the package to the herbalist
Deliver the package to the herbalist.
The herbalist is also located near the Northreach obelisk, to the southwest.

FF16 - Deliver the package to the liquormonger
Deliver the package to the liquormonger.
The liquormonger is located beside the main road, west of the herbalist's stall.

FF16 - Speak with Etienne at the gate
Speak with Etienne at the gate.
After delivering all the packages, talk to Etienne to finish the quest.
