Shiva's Dominant is a ranged magic user that uses the element of Ice to attack her foes from a distance. You can take advantage of this by getting up close to her by using Phoenix Shift then Rising Flames combo to damage her as her melee attacks aren't that effective to keep you at bay.

Precision Dodge Ice Projectiles

Her Ice projectiles are easily detectable as she'll enter a short but relatively quick animation before casting it out. If you time the Precision Dodge perfectly, you can launch a Precision Attack afterwards.

Avoid Her Basic AoE Ice Spell

If you damage her enough or stay close to her for a certain amount of time, she'll begin to cast out a basic Area of Effect (AoE) spell within her vicinity.
