Get Cart can be found in Laetny's Cleft at the Dhalmekian Republic after starting the Onward main quest.

| 1 |  Proceed through the path until you encounter the bandits. |
| 2 |  Defeat all the bandits to proceed. |
| 3 |  Investigate the cart. Proceed further down the path and inspect the wagon to finish the quest. |
When you get to the next town, there are a couple of guys talking with whom you can interact. They'll tell you to watch out for these two thugs and Clive will say "I wish I had known". I wonder if you can skip this side quest, interact with these two soldiers who tell you about them, and then go back to this side guest and it'll change.

All Side Quests
So I did some extensive testing. The 2 NPCs in boklad that give a scene ONLY become available after fully completing the quest. Tried going there before quest, and during before you inspect the cart and the 2 NPCs in Boklad do not appear yet. I also ran back to the cart after talking to Boklad NPCs and 2 quest giver NPCs were gone. Not sure why there was a scene in Boklad.
