Start New Game Plus in Final Fantasy Mode
Ultima Weapon can only be crafted after unlocking New Game + and selecting Final Fantasy Mode. To unlock this mode, you need to have finished the first playthrough.

Don't worry, there are no special requirements for this material. The Utterance of Creation is automatically unlocked after starting New Game Plus in Final Fantasy Mode.

Crafting Everdark Reforged requires you to progress the story in New Game Plus to unlock the required shards for each progression of weapons. There is no difference in the way to complete the main quests in this mode.

Craft Gotterdammerung Reforged
Acquiring Gotterdammerung in New Game + is not so different in acquiring it in the first playthrough. You still need to complete this mode's Blacksmith's Blues side quest chain to acquire the required materials for this weapon.
