Speak with the residents of Lostwing.
There are a few residents to talk to, but the one that will progress the quest is the Herbmother past the bridge due south from Quentin's position.

Look for the shadowy figures in Laubert's Pass.
Go southeast towards the gate leading to Norvent Valley. You'll encounter enemies shortly after proceeding out the gate.

Defeat the Black Shields.
Slay all the Black Shield enemies to proceed.

Report back to Quinten.
Return back and talk to Quinten to finish the quest.
