Where There's a Will can be found in the Boarding Deck at the Hideaway after starting the Back to Their Origin main quest.

How to Complete Where There's a Will

Speak with Cyril.
Enter the building nearby to talk to Cyril.

Speak with Archduke Elwin's aide in the Requietory.
Talk to the woman in the Requietory at the western part of the town.

Slay Simurgh in Titan's Wake.
Go to Titan's Wake located south of Tabor and slay the Simurgh there.

Deliver the heartstone to Goditha.
Talk to Goditha again in the Requietory.

Exit the Requietory.
Go outside the Requietory to proceed.

Visit Archduke Elwin's memorial.
Fast travel to the Hawk's Cry Cliff obelisk, go west towards Hero's Bluff, and approach the memorial to finish the quest.
