The Godskin Peeler is obtained by defeating the Godskin Apostle at the top of Dominula, Windmill Village northeast of Altus Plateau.

How to Get to Windmill Village
Travel to the Windmill Village Site of Grace in Altus Plateau. If you have not reached that area yet, you can start from the Grand of Lift of Dectus going northeast into the central area with the forest and Minor Erdtree, then going north until you reach the village.

Get to the Top of Dominula
From the Windmill Village Site of Grace, you will need to reach the northeast side of Dominula, Windmill Village (the topmost area).
3 Go Through the Windmill Village Dancers
Follow the dirt path and stairs leading to the top of the village from the entrance. The first few sets of Dancing Villagers are non-hostile unless attacked. However, the next set you encounter as you ascend to the higher area will start to attack you on sight.

Defeat the Godskin Apostle
Once you reach the topmost area of the village, defeat the Godskin Apostle to obtain the Godskin Peeler weapon.
