Dropped by the Godskin Duo boss once you beat them inside the Dragon Temple Altar in Crumbling Farum Azula.
Black Flame Tornado is also the default Ash of War of the Godskin Peeler. This weapon is dropped by the Godskin Apostle you fight at the Windmill Village in the Altus Plateau.
Godskin Peeler Location and Stats
Black Flame Tornado has you spin and slam your weapon to the ground, conjuring Black Flames in an AoE around you while spinning and after the slam. This move is best used when getting mobbed in PvE or when getting ganked by multiple phantoms in PvP.
