You first encounter this item with the name Small Device after speaking with Sanhua at the City Hall's Courtyard and is presented as one of Jinhsi's tokens during the events of Chapter 1 Act 1: First Resonance.
Within the First Resonance quest line, the item then turns into a Sundial after speaking with Mortefi at Huaxu Academy and letting him fix it for you.
Finally, it turns into The Unlocked Sundial after solving the puzzle associated with it in Chapter 1 Act 4: Clashing Blades.
