Acquired After Completing the Through the Maelstrom Main Quest

Final Fantasy XVI (FF16) - Start Across the Narrow to acquire Ice Shard

The Ice Shard can be acquired after talking to Otto as soon as you start the Across the Narrow main quest.

This quest is preceded by the Through the Maelstrom main quest, where Clive battles Barnabas Tharmr for the first time.
