There's no "Controller". There is, however, the psi-emitter that you're supposed to deactivate. The "ball of electricity" is the kind of anomaly you find in the first minutes of the game (to be fair, the game lacks a "codex" and thus you have no way of knowing that wearing an artifact draws it to you). This is why you don't skip dialogues and actually pay attention to what's being said, children.
WTF. I go down to the Saturn bunker and there's a ball of electricity to begin with and then a bunch of hallucinations from a Controller that I can't find. There's no way to interact with the psi beacon. And I die in 20 seconds. What the everloving crap is happening here?
