The Greater Potentate's Cookbook 13 can be found on a corpse inside the Ruined Forge Lava Intake. From the entrance, traverse through the dungeon until you reach an area where you need to drop down a large room with chains hanging from the ceiling. Drop to the lower floor of the room, and you will see the corpse hidden in the corner.
