Phoenix Shift is unlocked by gaining the power of Phoenix during the quest, Sunrise, Sunset. You may need to complete or encounter a certain story section in order to unlock this ability.
Equip the Eikon you want to use and press Circle to activate the Eikonic Feat in combat!
All Eikonic Feats and How to Use
Phoenix Shift is mainly used to quickly approach distant enemies before doing melee attacks. Pressing the square or circle button after a Phoenix Shift allows for a follow-up attack that can be chained into a combo.
This can also be used to retreat if you're getting ganged up, so long as there's a valid target far from the mobs.
