Dropped by a mounted Godrick Knight patrolling the cliff above the Deathtouched Catacombs in Limgrave. From the Warmaster's Shack site of grace, head north east until you find the patrolling knight.
Deathtouched Catacombs Walkthrough and Location
Golden Vow is also the default Ash of War of the Golden Halberd. This weapons is dropped by the Tree Sentinel boss in Limgrave (the one that patrols the area between the First Step and the Church of Elleh sites of grace).
Golden Halberd Location and Stats
When cast, the Golden Vow Ash of War boosts the attack and defense of you and your nearby allies. However, unlike the Incantation version, this only grants you 10% bonus damage instead of 15%, and the buff only lasts for 45 seconds.
