You can find the Concrete Forest Stash in a locked a building that is connected to the three silos in the area. You can find the key to the building by looting the dead body on one of the silos, guarded by a Poltergeist.

How to Find the Concrete Forest Stash

Go to the Silo
Go to the three silos in Concrete Forest and go up above. You will encounter a Glass Shards Anomaly on the stairs so make sure to crouch while passing through to avoid getting damaged.

Enter the Room and Find the Hole
Once at the top, enter the room and destroy the wooden planks on the hole. A Poltergeist is waiting below so don't jump immediately.

Throw Grenades in the Hole
Throw Grenades on the Poltergeist to kill it quickly. You can get two grenades in the same room, near a Medkit.

Key on the Dead Body
Once the Poltergeist is dead, jump down and loot the body. Get the key on the corpse and exit the silo.

Open the Stash and Get the Items
Go to the building that is connected on the Silos and use the key to open the locked door. You will encounter another Glass Shards Anomaly, so crouch your way to the second level. Grab the items on the table and in the safe, including the SPAS-14.
