    PSA-14 has been removed from the Lokomotyv vehicle station. This has been confirmed by the developers and is reflected in the current version of the game.

    I've found mint SPSA-14 in the Cordon "Abandoned Farmstead" stash in the attic. Sadly, technician at the Cordon is unable to upgrade it.

    Ensign drops a damaged SPSA-14 if you kill him in the mission The Mysterious Case. He appears out the side door from where you pick up the case.
