if you report to Captain Senkevych that Khoteyev was skimming arms to sell to bandits, he'll give you 3.150 coupons and order Khoteyev arrested. A soldier then takes position in front of Khoteyev's shop and if you try to talk to him, he says "My orders are not to let anyone in.", which presumably means you lost access to a vendor permanently... a pretty crappy reward, if you ask me.
if you decide to go back to Khoteyev, he says he'll stop skimming gear to sell under the table and will do his job until he can go back to the mainland. He'll also give you 3.375 Coupons. If you talk to Captain Senkevych afterwards, he'll say "Looks like I was wrong about Khoteyev. I checked the inventory in the warehouse, and everything is where it should be. At least somebody's got their shit together around here."
the quest is called "In The Shadow of Icarus" and can be picked up from Captain Senkevych. When you approach him at the main building in Icarus (where the vendor and beds are located), you'll hear him talking to somebody on the radio. Afyer the conversation ends, ask him if he needs help and he'll give you the quest. I assume this requires having sided with him in previous quests.
After the mission in Ikarus with Ward Badge and Tras Senkevych, I renewed the dialogue with Capt. Senkevych, stands on the first floor up the stairs and I had the option of additional help. It is based on the suspicion that Sergeant Chotejew, a trader, is selling equipment to bandits. We do some research and we can complete the task in several ways, e.g. Don't turn in the trader. And meeting the bandits while handing over the goods has various interesting results. I haven't found this mission
