After beating at least 4 unique Nightlords, the Small Jar Bazaar back in the Roundtable Hold will start selling Grand Burning Scene relics with fixed and powerful stats. You can purchase them for 1000 Murk each.
As of version 1.03 and the introduction of the Forsaken Hollows DLC, the Small Jar Bazaar will also sell an additional Grand Burning Scene with effects specific to the Scholar.

The Collector Signboard will unlock after beating an Everdark Sovereign. All Grand Relics from this shop can be bought by using Sovereign Sigils with Grand Relics costing 3 Sovereign Sigils each. On the other hand, a Large Scenic Flatstone costs 5 Sovereign Sigils per purchase.

The Grand Burning Scene is a non-unique relic that has a chance to drop at the end of an Expedition (even if it fails). However, there is no guarantee that you'll get this particular relic as a drop since Expedition rewards are random.
Note: Since Grand Burning Scene is of the highest rarity for a non-unique relic, it will have better chances to drop if you manage to defeat a Nightlord. Failed Expeditions, after all, will only usually net you Polished and Delicate variants of this relic type.

The Grand Burning Scene can be used in Relic Rites like any other relic to boost base stats or add effects to a character. However, unlike unique relics, the Grand Burning Scene will usually roll with random passives that may or may not be optimal for your character build.

If you find yourself with a Grand Burning Scene that has bad passive rolls, you can always sell it to get a tidy sum of Murk. To sell an unwanted relic, head over to the Relic Rites altar at the Roundtable Hold and navigate to the last tab to find the sell screen.
